Freetown, June 26, 2026 – The Principal Officer in the Directorate of Research, Monitoring and Evaluation of the National Disaster Management Agency (NDMA), Maude Nabie Turay, has successfully completed the Malaysian Technical Cooperation Programme (MTCP) on Strategic Disaster Management and Response for Middle Managers, held in Kuala Lumpur, Malaysia, from 21 – 27 June 2026.
She represented the NDMA alongside disaster management professionals from several countries, strengthening the Agency’s capacity through international knowledge exchange and the sharing of global best practices in disaster risk reduction, emergency preparedness, response coordination, and resilience building.

The week-long programme commenced with an educational tour of Kuala Lumpur’s iconic heritage and historical landmarks, including the National Palace, National Monument, Independence Square, War Memorials, Central Market, and other cultural attractions, providing participants with valuable insights into Malaysia’s rich history, culture, and national development.

The official opening ceremony was presided over by the Director General of Malaysia’s National Disaster Management Agency (NADMA), followed by a comprehensive orientation organized by the Malaysian Centre of Excellence for Disaster Management (MyCEDM). Participants received in-depth presentations on Malaysia’s disaster governance framework, the Disaster Risk Reduction Policy 2030, the Incident Command System (ICS), and the country’s operational coordination mechanisms for disaster management.
The programme also featured interactive panel discussions involving experts from government institutions, academia, humanitarian organizations, and local authorities. Discussions focused on disaster risk monitoring and forecasting, leadership during emergencies, Community-Based Disaster Risk Management (CBDRM), resilient urban planning, and the importance of multi-stakeholder collaboration through Malaysia’s Rakan NADMA initiative.

As part of the practical component of the training, participants visited the Special Malaysia Disaster Assistance and Rescue Team (SMART) Base of Operations, the National Disaster Command Centre (NDCC), and the headquarters of Malaysia’s National Disaster Management Agency (NADMA), where they observed Malaysia’s emergency coordination structures and operational readiness.
The delegation also toured the SMART Tunnel Control Centre – one of the world’s most innovative flood mitigation and traffic management systems – as well as the United Nations Humanitarian Response Depot (UNHRD), gaining first-hand exposure to international humanitarian logistics and emergency response operations.

Speaking after the programme, Maude Nabie Turay described the training as highly enriching and practical, noting that the knowledge and experiences gained would contribute significantly to strengthening disaster management practices in Sierra Leone. She emphasized that Malaysia’s integrated disaster management system, emergency coordination mechanisms, and community resilience initiatives offer valuable lessons that can be adapted to further strengthen the NDMA’s mandate.
The training forms part of the Malaysian Technical Cooperation Programme’s commitment to promoting international cooperation, institutional capacity building, and the sharing of best practices in disaster management.
